The Electricity Regulatory Authority (ERA) of Uganda is recruiting for the position of Executive Secretary for the Energy Regulators Association of East Africa (EREA). This is a senior-level opportunity for a seasoned professional to play a pivotal role in regional energy policy and regulation, based in Kampala.

About the Role


As the Executive Secretary for EREA, you will provide strategic leadership and administrative oversight to the association, which brings together energy regulators from across East Africa. You will be instrumental in fostering regional cooperation, harmonising regulatory frameworks, and promoting sustainable energy development in the region.

Key Responsibilities and Duties



  • Provide executive leadership and manage the day-to-day operations of the EREA Secretariat.

  • Coordinate and facilitate meetings, workshops, and forums for member regulators.

  • Drive the implementation of EREA's strategic plans and work programmes.

  • Serve as the primary liaison between EREA, its member countries, and international development partners.

  • Oversee research initiatives and the development of regional policy papers on energy regulation.

  • Manage the association's budget, resources, and reporting to stakeholders.

  • Promote knowledge sharing and capacity building among East African energy regulators.

Qualifications and Experience Required



  • A Master's degree in Law, Economics, Engineering, Business Administration, Energy Studies, or a related field. A PhD will be an added advantage.

  • At least 10 years of progressive professional experience, with a minimum of 5 years in a senior management or executive role.

  • Proven experience working in or with regulatory bodies, public administration, or regional organisations, preferably in the energy sector.

  • Excellent understanding of energy sector policies, laws, and regulatory frameworks in East Africa.

  • Outstanding communication, negotiation, and stakeholder management skills.

  • Strong financial management and strategic planning capabilities.

  • Fluency in English is essential; knowledge of Kiswahili or French is desirable.
