Job Description

Mbarara University of Science and Technology (MUST) is re-advertising for the senior executive position of Deputy Vice Chancellor (Finance and Administration). This is a critical leadership role within one of Uganda's premier public universities, based in Mbarara.

As the Deputy Vice Chancellor for Finance and Administration, you will be responsible for providing strategic direction and oversight for the university's financial management, administrative services, and physical infrastructure. This executive position reports directly to the Vice Chancellor and plays a key role in ensuring the institution's financial sustainability and operational excellence.

Key Responsibilities & Duties:

  • Provide strategic leadership for the university's finance, administration, and planning functions.
  • Oversee the development and implementation of sound financial policies, budgets, and controls in accordance with Ugandan public finance regulations.
  • Manage the university's administrative services, including human resources, estates, procurement, and security.
  • Ensure optimal utilisation and development of the university's physical infrastructure and assets.
  • Lead the development and implementation of the university's strategic and operational plans.
  • Represent the university in financial and administrative matters with government bodies, development partners, and other stakeholders.
  • Foster a culture of transparency, accountability, and efficiency across all administrative units.

Requirements & Qualifications:

  • A PhD or equivalent academic qualification from a recognised institution.
  • At least ten (10) years of senior management experience in finance, administration, or a related field, preferably within the Ugandan higher education sector or public service.
  • Proven track record of strategic financial management and leadership in a large, complex organisation.
  • Thorough knowledge of Ugandan public sector financial management and procurement regulations.
  • Demonstrated ability to develop and implement institutional policies and strategic plans.
  • Excellent interpersonal, communication, and stakeholder management skills.
  • High standards of personal integrity, professionalism, and ethical conduct.
