Senior Technical Advisor, Health Economics and Financing Job Opportunity at PATH Uganda
PATH Uganda is seeking a highly experienced and motivated Senior Technical Advisor for Health Economics and Financing to join our team in Kampala. This is a senior-level role for a professional passionate about shaping health financing policy and strengthening Uganda's health systems.
PATH is a global nonprofit organisation dedicated to achieving health equity. With over 40 years of experience, we forge multisector partnerships to develop and scale innovative solutions to the world's most pressing health challenges. In Uganda, we work closely with the Ministry of Health and other key stakeholders to improve health outcomes.
Key Duties and Responsibilities:
- Provide high-level technical assistance to the Ministry of Health and other government agencies on health financing policy development and implementation in Uganda.
- Conduct economic evaluations and cost-effectiveness analyses of health interventions and programmes.
- Support the development and implementation of health financing reforms, including strategic purchasing, provider payment mechanisms, and health insurance schemes.
- Build the capacity of government and partner staff in health economics and financing through targeted training and mentorship.
- Contribute to resource mobilisation efforts by developing concept notes and proposals for health financing projects.
- Prepare high-quality reports, policy briefs, and presentations for dissemination to stakeholders.
- Represent PATH in relevant technical working groups and forums on health financing within Uganda.
Qualifications and Experience Required:
- A Master's degree in Health Economics, Public Health, Economics, or a related field. A PhD is preferred.
- Minimum of 10 years of relevant experience in health economics, health financing, or public financial management, preferably within low- and middle-income countries like Uganda.
- Strong technical skills in economic evaluation, costing, and health financing policy analysis.
- Proven experience working with Ugandan government agencies, development partners, and other health sector stakeholders.
- Excellent analytical, writing, and presentation skills.
- Ability to work independently and as part of a team in a multicultural environment.
- Fluency in English is required. Knowledge of local Ugandan languages (e.g., Luganda) is a strong asset.
