Programme Planning, Monitoring and Evaluation Officer Job in Kampala - Ministry of Finance
Job Description
The Ministry of Finance, Planning and Economic Development (MoFPED) is recruiting a qualified and experienced Programme Planning, Monitoring and Evaluation Officer to join our dynamic team in Kampala. This is a critical role within Uganda's central economic planning institution, offering the opportunity to contribute directly to national development programmes and policies.
Key Responsibilities:
- Design and implement robust monitoring and evaluation frameworks for government programmes.
- Conduct regular field monitoring visits to assess programme implementation and impact across Uganda.
- Analyse programme data and prepare comprehensive reports on performance, outcomes, and value for money.
- Support the development of annual work plans, budgets, and programme proposals in line with national development plans (NDP III).
- Build capacity of implementing partners and ministry staff on results-based management (RBM).
- Liaise with sector ministries, departments, agencies (MDAs), and development partners on M&E activities.
- Utilise modern M&E tools and software for data management, analysis, and visualisation.
Requirements & Qualifications:
- A minimum of a Bachelor's degree in Economics, Statistics, Development Studies, Social Sciences, or a related field. A Master's degree is an added advantage.
- At least 3 years of proven work experience in planning, monitoring, and evaluation, preferably within the public sector or with large development programmes in Uganda.
- Strong understanding of the Government of Uganda's planning and budgeting processes, including the Programme Based Budgeting (PBB) framework.
- Excellent analytical, report writing, and presentation skills.
- Proficiency in data analysis software (e.g., SPSS, Stata, Excel) and M&E information systems.
- High level of integrity, professionalism, and ability to work with minimal supervision.
