National Consultant - Return and Reintegration Framework Development Job in Uganda
Job Description
The International Labour Organization (ILO) is seeking a qualified National Consultant to develop Uganda's National Return and Reintegration Framework. This critical consultancy position offers an opportunity to contribute to national policy development while working with a leading international organization.
Key Responsibilities:
- Conduct comprehensive research on return and reintegration practices in Uganda
- Develop a national framework aligned with Ugandan labour laws and international standards
- Collaborate with government ministries, NGOs, and stakeholders across Uganda
- Analyse existing reintegration programmes and identify gaps
- Draft policy documents and implementation guidelines
- Facilitate validation workshops with key stakeholders
Requirements:
- Advanced degree in Social Sciences, Law, Development Studies or related field
- Minimum 5 years' experience in policy development in Uganda
- Proven experience working on migration, labour, or reintegration programmes
- Strong understanding of Ugandan legal and policy frameworks
- Excellent research, analytical, and report-writing skills
- Experience working with government institutions in Uganda
