Head of Project Execution Job in Kampala - Ministry of Finance, Planning and Economic Development
Job Description
The Ministry of Finance, Planning and Economic Development (MoFPED) is seeking a highly experienced and strategic leader for the position of Head of Project Execution. This is a senior government role based in Kampala, Uganda, responsible for overseeing the successful implementation of major national development projects.
As the Head of Project Execution, you will play a critical role in driving Uganda's development agenda by ensuring that key projects are delivered on time, within budget, and to the highest standards of quality. You will lead a team of project managers and coordinate with various government ministries, departments, agencies, and development partners.
Key Responsibilities and Duties:
• Provide strategic leadership and oversight for all project execution activities within the Ministry's portfolio.
• Develop and implement robust project management frameworks, methodologies, and standards.
• Monitor project progress, budgets, and timelines, identifying and mitigating risks proactively.
• Lead, mentor, and manage a high-performing team of project management professionals.
• Prepare and present comprehensive project status reports to senior government officials, including the Permanent Secretary and Minister.
• Ensure strict compliance with Government of Uganda procurement regulations, public financial management laws, and donor requirements.
• Foster strong collaborative relationships with key stakeholders, including other ministries, local governments, and international development partners.
Requirements and Qualifications:
• A Master's degree in Project Management, Business Administration, Finance, Economics, Engineering, or a related field from a recognised institution.
• A minimum of 10 years of progressive experience in project management, with at least 5 years in a senior leadership role overseeing large-scale, complex projects.
• Professional certification in Project Management (e.g., PRINCE2, PMP, MSP) is highly desirable.
• Proven experience working within the public sector or with government projects in Uganda or the East African region.
• In-depth knowledge of Uganda's public financial management and procurement systems.
• Exceptional leadership, communication, and stakeholder management skills.
• Strong analytical, problem-solving, and decision-making capabilities.
